This deliverable represents the core output of the work package, providing essential information to support policy makers and stakeholders involved in public procurement. Coordinated by PP5, the report includes the development of a unified stakeholder identification process and a coherent interview framework. It incorporates structured interviews, desk research, and, as an additional activity under A1.1, an online survey.

This report builds upon Deliverable 1.1.1 by identifying the key gaps, barriers, needs, and opportunities for strengthening Green Public Procurement (GPP) implementation in support of circular economy objectives. In this regard, the deliverable represents both an advancement of the Benchmark Analysis, particularly through the additional evidence gathered from stakeholder interviews and the online survey, and a complementary document. The two reports should therefore be considered jointly.

For this reason, both deliverables share the same annexes, which were already provided under Deliverable 1.1.1.
